코비드19의 영향으로 싱가포르 로컬회사 또는 MNC에서 구조조정을 진행한다는 소식을 뉴스를 통하여 자주 듣게 됩니다. 이와 관련해서 싱가포르에 EP 또는 S Pass와 같은 취업 비자를 소지한 분들 사이에서 빈번하게 이야기 되는 내용이 귀국 티켓을 취업자가 비용을 지불하고 구매해야 하는지 아니면 고용주가 비용을 지불해야 하는 지에 대한 문의를 자주 보게 됩니다.
이와 관련해서 싱가포르 노동부인 Ministry of Manpower에서는 아래와 같이 홈페이지에서 게시를 하고 있습니다.
요약하면 모든 고용주는 외국에서 싱가포르로 취업하는 인력에 대하여 취업 시에 싱가포르 입국을 위한 비용 및 퇴직 후의 본국으로의 귀국에 대한 비용을 지불해야 된다고 일반적으로 안내하고 있습니다. 다만, 피고용인(취업자가) 귀국 비용을 본인 부담으로 하겠다는 내용에 대하여 동의하는 서류가 있을 시에는 예외로 한다고 합니다. 이는 취업 계약서 사인 취업자 본인이 계약서의 내용을 꼼꼼히 확인해 볼 필요가 있는 항목입니다.

Must an employer pay for sending an Employment Pass or S Pass holder home?
All employers who wish to bring in foreign employees are required to bear the full costs of employing them, including the cost of repatriation. Unless the pass holder gives consent, the employer is responsible for sending an Employment Pass or S Pass holder home at the end of employment.
If consent is given, it has to explicitly state that the pass holder agrees to pay for repatriation costs. The pass holder must sign the document to acknowledge consent.
A clause in the employment contract would suffice if the contract is signed by the pass holder. However, a clause in the company’s HR policy may not suffice if the pass holder does not sign the document.
Employers should settle all outstanding obligations, such as salary payments, before the employee leaves Singapore.
